Audio over IP help, esp on receiving side

Canadian guy in China where the internet is horrible.

Can some-one shed some light on, especially the receiving side of Audio over IP? Perhaps a block diagram with suggestions as to parts.

Would it possible to adapt conventional video over IP to handle audio?
 

Can you download an entire audio or video file? You might see an option to do so, by right-clicking on a file icon, or playback icon, etc. It may not always work, however.

Or, I use a site that downloads from numerous websites (including Youtube and Vimeo). Choose video or simply audio. Then play it anytime on my computer.
