Question about this circuit (differential amps, output buffers)

1)first stage of 2 series diff amp. It says its level shifting. What level does shift from and to?

2)at the output stage, two inverter with their output tied together. What's purpose of that?

That could be the way of making an op amp give rail-to-rail output with a single polarity supply.

An op amp typically has a half-bridge for the output stage. Your schematic has two half-bridges, one with the Nmos at top, the other with the Nmos at bottom.
