how to design a ota balance in 45nm technology or find w/l by handy calculate
and how calculate ueff in 45nm &32nm plz help me

In sub-micron, even more in deep sub-micron processes there's no way with hand calculations - too many additional effects have to be considered. Your only chance is to simulate and design with well characterized device models.

µeff you can find in the process dedicated MOS model parameters: U0 is the low field mobility.

isn't the method in sub-micron processes to design lookup tables using the gm/id method?
 

Yes, with lookup tables if available, otherwise you'd have to measure the transistor characteristics. Anyway, I think the gm/Id method + simulation (with good models) is the best to be used for (deep) sub-micron design.

tanks erikl , What plotted the curve command hspice (hspice code for ID/(W/L) vs gm/ID and ft vs gm/ID and
gm*ro vs VDS ,gm/ID vs Vov)
 

The method is described in the PDF above. For the hspice code I can't help you - I don't use hspice any more since a long time. I think you have to learn it yourself - or find the code somewhere else. Perhaps other people can help you here. Good luck!
