QuickCharge 2.0 USB 12V as input source

Hi, is it possible to use modern powerbank's QuickCharge 2.0 USB 12V as input source for arduino etc? As this port can switch between three different configurations, I bet it's not possible to use it as a power supply without sending some programming signals over USB right?
