busted resistor beyond recognition

if the resistor is so busted beyond recognition is there a way to know what to replace it with?

 

First you must know Ohm's Law and know the input voltage.
It looks like a circuit to light the ordinary LED with about 20mA from rectified electrical mains voltage.
Probably the large orange'ish capacitor is shorted causing a high current in the resistor.
