3-phase servo controlled voltage stabilizer - Is 60kva per phase or sum of all phases

Guys,
It's a stupid question, still i need to ask.

I have a 60kva 3phase servo controlled voltage stabilizer. Now, I need to know, is that means that each phase is giving 60kva or it's the sum of all phases... means per phase i'm getting actually 20kva?

My mains voltage is always stable and never changes. Nobody here has ever seen or used a voltage stabilizer.
What is wrong with your mains electricity for it to need additional voltage stabilizers? Why is it not fixed?
