Sim900 Roaming to best network

Hello,

We have a simcard with network roaming capability. However when our modem with sim900 is switched on, there is no guarantee that it will attach to the network with the best signal strength. Sometimes it attached to a network with signal strength 8 while after another power on it attaches to a mobile network with signal strength 31.

There doesn't seem to be any way to specify the better network service. Can anyone provide any help?
