Prototyping Board AND Arduino Compatible

Dear Scholars
I have two simple questions as follows:
What's an exhaustive definition of "Prototyping Board"? Also, I have seen "Arduino Compatible" in many sites, what's this?

In that context, a prototyping board is simply a board that you can reprogram and test your design with.

Not an Arduino expert, but I think "arduino compatible" means that it supports the arduino language and design features.
