Prgramming languahes for CAD tools

Dear All,
I have misunderstanding in using high level programing languages or scripting for CAD tools
i realized lately that Cadence Virtuoso use Skill language to write scripts other CAD tools use TCL for scripting
but my question is with which language are these tools developed ?
most jobs in Mentor Graphics require C/C++ good knowledge for developing but i know friends who used C# for developing in CAD tools !
actually i want to learn about CAD tools development and which language better to use iam good C
Which language do you recommend for me to learn ?
and do you have any tutorials or recommended books to learn more about CAD toosl development for beginner level?
