Which is the cheapest micro controller that can be used to control a bldc motor

Use any of the low end PIC microcontrollers. You should manage it for around Rs. 50/- or so...

low end PIC having only one or two inbuilt pwm . you mean multiplexing them ?
 

Can you not use timers and ports to drive your BLDC? Have you made the decision?
