Can I use 8MHz crystal on atmega328p at 2v ?

Hi,
Can I use 8MHz crystal for atmega328p at 2V ? I will be dividing the clock to 1MHz or 4MHz in software at starting itself. So if 8MHz clock is not supported at 2v but if I am scaling the clock in software, does it means that I can use 8MHz crystal at 2V?
 

The datasheet frequency specification is clearly speaking about oscillator frequency limits.
