What is CN symbol? (on the bottom line that I used red colour to underline it)

isnt C a constant? N is a function so CN is C times the function
 

Yes, as said by kam1787, C is a constant and N(a|b,c) should the normal distribution of the varialbe "a" with mean "b" and variace "c".
