how to repair pc smps

in smps transistors MJE13007 faulty. i have replaced the same but after replacement smps gives no stand by voltage. no voltage on green wire.
 

I think you should check these parts :
1- check fuse ptc (if present ) full bridge for rectifying AC input voltage
2- transformer and regulator of standby circuit also it's resonator transistor or ic
 

what is the input & output voltage of standby circuit resonator transistor or ic
 

stand by supply voltage in pc atx smps is 12v to tl494 drive & 5v on green wire. check 300vdc on filter cap main
