3 Phase AC supply Line OPEN/SHORT detection

I need to detect an OPEN Phase or phase to phase SHORT fault on 3 Phase (100Vrms) supply input. I need to send a 5V status signal if I detect any of following faults.
OPEN Phase - A
OPEN Phase - B
OPEN Phase - C
Phase A to B Short
Phase B to C Short
Phase C to A Short
I am planning to use RMS voltage comparison method to detect the fault.
Compare Phase A with B, Phase B with C & Phase C with A.
I am planning to use HCPL-3700 chip for this purpose.
If somebody could help or assist me on this I would be most grateful.
