SMBus Tmext and Tsext timing requirement

Hi,

I am having doubt on the SMBus Tmext and Tsext timing requirement. Following are the definition specified in SMBus spec:

From the text definition, it sound like cumulative measurement of Tmext and Tsext is applicable only during SMBCLK is low. However based on the timing diagram, cumulative measurement of Tmext and Tsext seem covering both SMBCLK is high or low. My question is:

1) should we only cumulatively measure Tmext/Tsext only when SMBCLK is low? Example: Tsext measurement value is cumulatively added only when SMBCLK is low and during the timeframe of START condition until STOP condition.

2) or should we cumulatively measure Tmext/Tsext regardless of SMBCLK level value? Example: Tsext is purely measured from the START condition until STOP condition.
