4 pin CPU Fan controller using PIC16F877A micro controller.
25 Khz PWM Generator,
RPM Meter, and
Button switch Speed adjust.

Excellent.
Are you going to expand on this by putting a temperature sensor in it as well? That way the fan can go faster when the temp is hotter and slow down to be nice and quite when the temperature is not so hot.
Anyway, good job. Keep having fun.

I think it‘s a good idea,May be used in other projects require cooling.I think it is more suitable for semiconductor refrigeration tablet.
Anyway,very good project.
