How to implement XTR115 4-20mA Loop

Hello, i have read about 4-20mA isolated current loop but i didnt find one wich help with my problem :( :?:

Im implementing the ckt that i attached above, but i doesnt work. I dont know why?... Is the first time that i use a chip of that class and also my first time with 4-20mA loop. The OUT wich is the input of the loop is about 430mV to 3V aprox.
