what is the problem?

i am a beginner of RF.i have some problems when i simulate a vco (2.4G) example.
below is my analyse ,is there something wrong?
i measure gamma_in looking into Transitor ,its |S11|=0.858,and phase(S11)=-167.as i konw , if a vco can work,its gamma_in looking into Transitor should >1.
But here it <1,why?am i wrong?
thank u
