Scrambler vs linecode

Is the purpose of a scrambler to remove long strings of zeros in a signal? If so, thats one of the functions of a line code (of course the whole point behind a line code is to improve the spectral power distribution of the signal).

My question is, is scrambling a kind of coding esp. of line coding?
or is a scrambling/randomizing a cataegory of its own?
