How the soft starters are build/make ? What components are required ?

I want to make soft starter for 700KW, 3 phase induction motor

yeah sure for 700KW , i think 700KW vfd is not available in the market and also it wouldn't be a cheaper solution to just reduce the starting torque of 700KW motor with a VFD , so i think soft starter is a great choice, what do you think ?
