reliability and failure rate of PLC systems

as far as I know the PLC systems have been introduced to the market so far, all have Safety integrity level, SIL, below 4.
any idea if there has been any progress in this field and PLC systems can be recommended and used for safety critical systems that SIL4 is a must?
