[SOLVED] How to make a recorded call to a mobile number as some mobile operators do?

Hi all,
I am doing a project for a rotary club. Their requirement is to inform the club members about the meeting on specific days. So i decided to make a recorded call to each member through a server.
I have no much idea about the procedures. Can i do it succesfully. Kindly give some instructions.
 

I think you can find many software that install on cell phone and mange calls.
 
i need to play a recorded file to each subscriber. Also i need to set separate timings for each call. I think it would be better to do it in the server. can i go for that. Also different files should be played on different days.

how does the mobile operator make recorded calls to a mobile?
