Refers to the operation of the a bipolar transistor. In normal operation, which is foward active, the emitter-base junction is foward biased and the collector-base junction is reversed biased. Therefore, reverse active bias is when the emitter-base junction is reversed biased and the collector-base junction is foward biased. The result is your BJT is acting as an up-mode transistor, which is when electron flow from the collector to the emitter region. People designing I2L logic gates used npn transistor operating in the reverse active mode.

how to minimize it for any logic circuit
Don't hook up the transistor backwards. Just remember that for npn devices, the emitter should be at a lower potential vs. the collector (but the opposite applies for vertical pnp devices).

Reverse active bias is one of the possible operating conditions of a transistor.

In "reverse active bias" the base-emitter junction has an inverse polarization while the collector- base junction has a direct polarization.

If the transistor would be "simmetric" then it would works exactly as in direct active bias but in reality this is never true because the transistor is optimized for "direct active bias" and so in "reverse active bias" it has a very low gain.
