Choosing the metal layers

Hi,
i would like to know if there is any thumb rule to choose a particular layer for signal or power routing.

read the "lc layout basic" for what you want to
 

lc layout basic is a good book
 

If you have four layers, ground and power should be the internal ones. It is usually the practice to add further layers two at a time. If you have very high speed signals, they should be on a layer between two ground layers.
 

In general, the top two layers are used as power ring.
