voltage drop when i connect my metering ic

before connecting bl0921, i am getting constant 5v dc(using 5.6v zener diode).
after connecting bl0921, voltage drops to 2.8v, with that voltage my circiut can not, it need 5v dc.
here i am using high wattage resistors.
Why it is happening?
what is solution for this? please help me................
 

In my view you should try to first measure voltage a the collector of the BC 148 transistor......I think that is point to generate VCC......second most of the time when you use potenial devide network to generate the VCC the power rating of the component plays a key role in that.... SO try to choose high power component....

Can you also do somthing like isolate first your power section and give to some another load and try to see you are getting the same fault....this will conform is there exits some problem of loading in circuit or not.....
