How to find out the potential of an isolated conductor having no excess charge?

You can get it by using the divergence equation and some boundary conditions. All principles and examples can be found in any basic electromagnetic theory book.
 

if the conductor has no voltage source connected to it then i can have a potential from -inf to + inf.

it all depends on the emf lines which are crossing the conductor.
if the conductor is in a field of e strength then the voltage will be e*l where l is the "minimum" distance to the ground.
