Hi there, I just want to know what is the following circuit is:



Is it a transmission gate? Please guide me through. Thank you.

Yes, it's a trans gate. And the function is xor.

But, it seems weird for having both nMOS instead of one nMOS and one pMOS.

When A=!B, then F=(VDD-Vth) instead of strong VDD.
 

This is a Double Pass Transistor Logic; different from Complementary Pass Transistor Logic (uses nMOS & pMOS).
According to Wikipedia it is faster but limited capacity to drive load. (I just googled it :p)
