I need a Thermal paste which solidifies itself, but that doesn't conduct electricity(ie insulator) because I need to cover up To-92 package temperature sensor. Possibly waterproof it if possible. Thanks in advance.

Do you want to cover up a temperature sensor to protect it from the elements? Normal heat-sink grease will take too long to solidify. Silicon caulk is a possibility. Or butyl rubber caulk like you'd put on a house. They stay flexible in extreme temps. They will insulate the sensor, thus extending the time it takes to respond to a change in temperature.

Or do you want to put the paste/grease between components so it will transfer heat? You probably know that an insulating pad is normally used in addition to heat-sink grease. Made of mica, or the modern equivalent, etc. But now I realize you probably are not putting the temp sensor next to a component that generates heat.

You can use general wide range purpose silicon. There is no purpose of using thermal paste, to92 package is not design to measure surface-to-surface temp (specially for over 100C).
