What is a suitable replacement for Kester 949 Wave solder flux?

We currently use Kester 949 in a foamer for our Lead Wave Solder. Kester is halting production, so we are trying to find a water based alternative that can be foamed. We tried an AIM product (don't recall the number right now) but it makes a huge mess like bubble-bath and the boards solder horribly.

Can anyone suggest a replacement? We want to stay away from alcohol and sprayers.
