regarding derate factor calculation

ple can u any one answer me how to calculate setup and hold volations using derate factor?
the derate factor is 5%
clockperiod 6
and above circuit has common point is there so how to use CRPR here.
 

-late
1. setup: (data path) x 1.05
2. hold: (clock path) x 1.05

-early
1. setup: (clock path) x 0.95
2. hold: (data path) x 0.95

CRPR will be set to true usually but depends on you.
BTW, the delay value in the picture seems not reasonable, tcq is too large.
 

how that 1.05 came .and one thing wat is the maximun allowable clock period in this circuit.
if the delay is resonable how we use CRPR.ple i d't get from ur answer.ple elabrate sir..
