Both are same.
The Potential Difference is measured in Volts hence after this it is also called Voltage of a circuit.

I think voltage is more pervasive word instead of other for example AC and DC voltage

The easiest way to understand the difference between "voltage difference" and "EMF" is consider a water flowing in a pipe line with obstacles in the way , consider a water pump pumps the water through a pipe line circuit , the water has initial pressure (p) at each obstacles it losses amount of it's pressure this amount let be (L) , after the obstacle the water's pressure will be (P-L), so (L) is the pressure difference between the two nodes of the obstacle . Now for electricity (p) will become (EMF) , (L) becomes(V), and the obstacles will become resistors , that's true they measured by the same unit but they are much different terms .

The wikepedia article (per post #2) brings out a great many aspects of this question.

Voltage. My meter reads in volts. Similar words. Easy to measure directly. Easy to say.

As for EMF, we don't use it as freely. We tend to reserve it for situations when voltage is hard to measure. Hard to nail down.

Such as with coils, motors, generators.

Hence terms such as Back emf ... Counter emf ... Induced emf.
