HDL TurboWriter ? Write HDL for which purpose ?

May anyone explain what does this tool do ?

And how to get this tool ?

hdl turbo writer

"Saros.HDL TurboWriter" is a derivative of "StarBase.CodeWriter" text editor.
HDL TurboWriter is an editor which is sensitive to HDL (Verilog & VHDL) constructs.
