Hi,

We bought last year licences for Altium, and we have a Altium USB JTAG adapter.
Could i use this USB to JTAG adapter to program some CPLD and avoid to buy a USB blaster for Altera.

using native max or quartus software does not. With what some third-party programs - possibly can.
 
You have to refer to the Altium JTAG tools. I guess, they have options to download Altera CPLD configurations, but I'm not using it. Check the documentation.
