What's the best way to feed a fast RAM module with uncompressed digital video stream

Hello,
I need to build a device that feed a RAM module with a 1280x1020 picture captured from a very fast uncompressed digital video stream in RGB format (basically 1280x1020 RGB@ 60Hz). Latency is not a critical point (it's ok to have a latency of 0.5s for instance). I wonder what's the best and cheapest way to do this and what type of RAM module and additional circuit should I buy. My budget is max 200$.
