missing cod as a DC error of an ADC

is missing code an AC error wich acure becase of problem in transfer function or it is a DC error becase of ADC circut noise.
for example 2 ADC by same transfer function but with diffrent circut designe wich lead a bad noise for one of them do they have the same missing code or the one with worse circut would have more missing code?
