Unloading Problem in Secondary Winding of a SMPS

Dear all,
I've an AC-DC SMPS with 2 outputs, one +12V regulated, stable output & another +15V unregulated stable output; the problem is when the +15V output is unloaded, the output goes up to 30V !!
Any clue why this happens & how to solve this problem ??

Last time i faced by this problem , i survey circuit and see that my circuit haven't a good feed-back and this caused by ill rectifier capacitor(after double diode) .
 

But the problem is not in the output with feedback (+12V), the +15V output doesn't have any feedback, it depends on the ratio between the 2 winding.
