25640 SPI EEPROM Programmer

I am using SPI EEPROM to boot vs1003 (mp3 decoder chip). My problem is, is there any easy-to-make and cheap programmer that can be used to program SPI EEPROM such as 25640 using PC ?

And, I have Atmel's STK600 Development board. Can I use it to program SPI EEPROM ?

Also, the Pony Prog software states that it can be used to program SPI EEPROMs, so what is the hardware needed for that ?
