Plz anybody help me as I want to know to fanout a BGA in so that the via placed may came right the center of 4 surrounding or grid of the BGA.

The document you have refers to rules But I have to know how to create fanout for BGA in allegro

go to route-create fanout and go to options panel fill in required details..
refer attched snap shot for your reference.
