Compressor click sound

After applying 200VAC from the igbt driver, all we hear is a clicking sound. it doesn't turn on the compressor. any suggestions how to fix this? thanks!
 

Thermal protection device acting, could be the first sugestion.
However, you must provide much more informations to receive more accurate guidances.

oh ye i forgot about our schematic.



we used an H-Bridge configuration since our aim is to control the speed of the motor by changing the frequency of our inputs in the switch.

Our input in the IGBT are PWM.
Our Rail voltage is 220VDC and we convert it to AC through switching of the h-bridge circuit.

we think that the "clicking sound" is coming from the relay.... any idea why it keeps on clicking? we know that it should click at the start for the motor to run but it continues to click.

Now with more data is clear the real problem, and what I suposed is wrong.
However, I could not find the Relay at circuit above.
