You have to install TeX/LaTeX for Win (www.miktex.org for example) and then compile .tex file to .ps or .pdf and read.

I'm aware there's no other solution

Re: help: TeX and LaTeX

Hi,
If you just want tex file with syntax high lighting use Textpad or Texnixcenter. If you want to view the file generated you should use LYX. It is a WYSIWYG tool for tex.
Also checkout the makichans tex tools. demoversions are available.
HOPE this helps.

Use TeXnicCenter of www.toolscenter.org with MiKTeX to build the output in DVI or PDF. For PostScript, use Ghostscript and GSView. Free version could be found.

I use MiKTeX and TeXnicCenter together to prepare some technical documents. Not bad. :)
