i dont think that u would need it. read/wirte operations from a file r not synthesisable

That's a good question, I wonder too...

There must be a way, for example, to have a separate binary file, and include into the design (for example, filling block RAM with pre-determined values).

Of course there is a way...can only speak for Quartus though...

When you go through the MegaWizard GUI for RAM blocks you see an option to supply a HEX or MIF file as preloaded content...

There always is a RAM initial file. You can fill the file to init your RAM buffer. these initial value is saved in the eeprom.
