I'm assuming you mean the ones in post #1, which download fine for me.

Perhaps you are behind some firewall or proxy that doesn't allow downloading pdfs, or you are behind some countrie's firewall that doesn't allow access to things "they" find inappropriate, or you have a problem with your computer that doesn't allow pdf downloads, or....
