TL431 with negative feedback?

Hello,

I am using a TL431 for regulating an offline SMPS.

The circuit is as in figure 3, on the second page of this:-

I assume that the capacitor "Cf" is actually providing negative feedback, even though it is connected into the non-inverting input of the op-amp thats internal to the TL431?

Related to the TL431 output, the reference pin is an inverting input.
