parallel to serial and serial to parallel shilf

Dear All
I want to build an circuit parallel to serial and serial to parallel with 74hc165 + 74hc164 like that:
-

EX: 00110011 >74hc165 << to >>74hc164 >>
00110011 for control led or relays. (Rate 1 Hz )
So please help me to know :what frequency must use for clock of 165 and 164 at data rate 1Hz. And if possible could show me other circuit for do that ( simple please).
And I copied on site :
Programmer PIC16F84: Serial In Paralel Out
But after programmed and connection together 2 circuit not work
