how can calculate [ formula] primary \ secondary winding current calculation for automatic stabilizer?

It depends on what power the "LV" winding is drawing, else with 137V in and 290 out KVA = 2000, do the maths to find the current in the 290 -> 240 section, this will give you the wire gauge for this part of the winding and the 137V winding EXCEPT that you don't know how much power is in the LV bit.
