Wireless access network simulation?

Hello everyone,
I have been trying to simulate a wireless access network with dynamic base station switching using matlab but to be totally honest with you I don't know where to start .
The simulation parameters for the system are as follow :
1.FDMA 2.C=30 channels .
3.BW=10MHz
4.Radio frequency=2.3GHz
BS Pt=43dBm
Noise power=-176dBm/Hz
data rate= 256 kbps
Using M-QAM with BER=10^-6 with channel model : log-normal shadowing
Could anybody at least give me a hint where to start exactly . I'd really appreciate it :cry:
