practical coupler throughput power is high or coupled port power is high?

practical coupler throughput power is high or coupled port power is high?

any condition is there coupled power always less than throughput power like this?when i am designning a coupler
 

Mostly direct port power is high, but this is not necessary.
See the attached picture, Port1 is input, port2 direct, port3 coupled, port4 Isolated.
