It seems to be an Ethernet broadcast. But the data provided is not a full Ethernet packet. Here is some information obtained with Wireshark:

IEEE 802.3 Ethernet
- Destination: Broadcast (ff:ff:ff:ff:ff:ff)
- Source: HewlettP_16:e4:66 (00:14:38:16:e4:66)
Logical-Link Control
- DSAP: NetWare (0xe0)
- IG Bit: Individual
- SSAP: NetWare (0xe0)
- CR Bit: Command
- Control field: U, func=UI (0x03)
[Malformed Packet: IPX]
- Expert Info (Error/Malformed): Malformed Packet (Exception occurred)
