Reflection/S11 for attn

When exciting an attn. with high frequecy energy/waves. What is the significance of S11? I know it measures reflection at the input port, but is that telling me the operating freqeucies at which the attn. will radiate (since none of the input wave is reflected)?

yes, you are right. Better S11, less reflected, so more power radiate.
