To operate reliably at such or much higher for that matter power levels, you need to minimize both conductor and dielectric losses. Provided ample metal quantities are designed-in, the best way to eschew dielectric losses is to use air as the dielectric. In other words, do not use printed designs on substrates, do use metal conductors, and take special care to minimize losses in any matching/feeding structures.
